Title V of the Higher Education Act (HEA) is a federally funded grant program, created in 1998 to assist certain colleges and universities in improving the higher education of Hispanic students in the United States.

Donnelly College awarded $3 million Title V grant from the Department of Education
In September 2019, Donnelly was one of only 42 institutions of higher education in the United States awarded a Department of Education Title V grant.
Entitled “Transforming Lives Through Education,” this five-year, $3 million grant will allow the College to expand and strengthen the Nursing and Baccalaureate programs, by investing in equipment, technology and personnel. The initial expenditures will be to expand test-preparation support for our Nursing students, provide new College-wide professional development opportunities for faculty, staff, and administrators, and hire curriculum specialists to help revise, expand, and update courses in the Baccalaureate programs (Information Systems and Business Leadership).
Title V is the federal program created in 1998 to provide grant funding to institutions of higher education to strengthen institutional programs, facilities, and services to expand educational opportunities for Hispanic Americans and other underrepresented populations.
To be eligible for a Title V grant, a college or university must have a federal designation as a Hispanic-Serving Institution (HSI). To be named an HSI, an institution's enrollment of undergraduate students must be at least 25 percent Hispanic. Donnelly’s most recent President’s Report data (pages 18-19 of this issue) shows Donnelly College currently has a Hispanic student population of 35 percent. In addition, grant applicants must show that at least 50 percent of their institution’s degreeseeking students received financial assistance under the Federal Pell Grant, Federal SEOG, Federal Work Study or the Federal Perkins Loan Programs.
Emily Matis MA, has been named Project Director. Ms. Matis comes to Donnelly from Omaha, NE, bringing with her a background in federal grant work.

Donnelly is thrilled to have $600,000 from a U.S. Dept. of Ed grant to strengthen our Hispanic-Serving college by providing a 1:1 match for endowment gifts through 2024. Priority will be given to donors establishing new endowed funds ($10,000 minimum).
